Since there is no Shema and Ga-al Yisrael blessing before Mussaf and Mincha, the juxtaposition requirement does not apply in the same way. One may recite verses before the Amidah at these services — but not after beginning 'Hashem Sefatai,' which is considered part of the Amidah itself.
