Is Nefilat Apayim (full face-covering) required only in a place where there is a Torah scroll, or may it be done anywhere?

PrayerTachanun

Synopsis

The Rema (following the Rokeach) rules that full Nefilat Apayim — with face-covering — requires a Torah scroll in an ark. Without one, supplication is said without face-covering. The Mechaber's implied position and the Rema's extended ruling also permit Nefilat Apayim when the congregation is praying or when the synagogue courtyard faces the open ark.
