When a Torah reader becomes unable to continue (nishtatek), must the replacement reader recite the blessing before reading?

Synopsis

If the original Torah reader falls silent before finishing, the replacement begins from where the first started. The dispute is whether the replacement must recite the blessing before reading (brachah rishonah), given that he cannot rely on the first reader's blessing.
