What are the requirements for a korah (beam) to permit an alleyway, and does it need to be inside the alleyway walls?

Synopsis

A korah placed on top of the alleyway walls permits the alleyway. It must rest on the alleyway walls; if placed on pegs driven outside, even right next to the walls, it is invalid.
