Does regular (keva) adult wearing of a garment in public obligate it in tzitzit even if it is smaller than the child-coverage measure?

The Bach held that if an adult regularly wears a garment in public, it is obligated in tzitzit even without meeting the child-coverage size measure. The Mishnah Berurah cites this but limits it to cases where it is the local custom.
