May one cut or break animal fodder (straw, hay) on Shabbat to use as a toothpick?

Synopsis

Items that are fit as animal food are not subject to the prohibition of tikkun kli (fashioning a vessel). Therefore one may cut straw or hay, even with a knife, to use as a toothpick. But a splinter (kisam) that is not animal food may not even be picked up for this purpose.
