The Mechaber rules that the townspeople do NOT acquire Shabbat rest at the distant location since their eruv (bread eruv) was not physically placed there; only the agent himself acquires it. The Aruch HaShulchan notes that according to Rashi and Rashba, even the agent requires verbal declaration.
